Department of Human Services must operate a four-year pilot program prohibiting SNAP recipients from purchasing foods of minimal nutritional value, including soda water, water ices, chewing gum, hard candy, jellies and gums, marshmallow candies, fondant, licorice, spun candy, and candy-coated popcorn

Purchases of foods exceeding USDA nutrition guidelines for per-serving sodium, sugar, or fat content would also be prohibited under the pilot program

Pilot program requires approval from the United States Department of Agriculture under 7 U.S.C. 2026 before implementation

DHS must submit the approval request to USDA within 90 days of the bill's effective date and report to the Legislative Assembly during the 2026 session on the status

Declared an emergency, effective immediately upon passage
