Increases the maximum brand activation and renewal fees from $100 to $200 for livestock (sheep remain capped at $50), and renames the "recording fee" to "conflict research fee," effective August 1, 2025

Sets the brand inspection fee for cattle at $1.75 per head (previously $1-$1.35 range) and cattle hides at up to $2 per hide for eight-day certificates

Authorizes the State Department of Agriculture to contract with qualified persons to perform brand inspection services on the department's behalf, effective January 1, 2026

Creates a self-inspection program allowing livestock owners with registered brands to conduct their own brand inspections for transactions of 25 or fewer head within a 24-hour period, effective January 1, 2026

Requires the Legislative Policy and Research Director to study the brand inspection program's structure, funding, and effectiveness, with a report due to legislative committees by December 31, 2025
