Establishes a $5 refund value on inhalant delivery systems (nicotine vaping devices) sold in Oregon, requiring the refund amount to be clearly labeled on products or packaging

Requires producers of inhalant delivery systems to join a nonprofit producer responsibility organization within 90 days of selling products in the state and pay membership fees to fund collection and disposal programs

Mandates the producer responsibility organization establish collection sites throughout the state where consumers can return used devices and receive the $5 refund, with convenience standards set by the Environmental Quality Commission

Directs the Department of Environmental Quality to administer the program, approve organization plans every three years, and enforce compliance with civil penalties up to $25,000 per day for violations

Program plans must be submitted by September 1, 2027, and operational by July 1, 2028, with the Act taking effect on the 91st day following adjournment of the 2025 legislative session
