Removes the Energy Facility Siting Council's ability to approve energy facilities that fail to meet local land use criteria by finding they still comply with broader statewide planning goals

Eliminates provisions allowing EFSC to bypass local government comprehensive plan requirements when a facility otherwise meets statewide planning goals

Requires energy facilities to either receive local land use approval or comply with substantive criteria recommended by the special advisory group established under ORS 469.480

Removes EFSC's discretion to evaluate certain facilities (those crossing multiple jurisdictions or zones) against statewide goals instead of local criteria

Amends ORS 469.504 to strengthen local government land use authority over energy facility siting decisions
