Requires towing companies to be contacted by parking facility owners (rather than towing companies initiating contact) and obtain signed authorization before towing, with records maintained for at least 2 years

Clarifies that tow trucks may not park within 1,000 feet of a parking facility to monitor it for towing business

Maintains existing requirements for tow companies to photograph vehicles before towing, release vehicles at no charge if owner arrives before hookup is complete, and tow to the closest storage facility in the same county
