Defendants charged with unlawful delivery of a controlled substance involving a substantial quantity under ORS 475.900(1)(a) are ineligible for release on personal recognizance or conditional release and may only be released on security release (bail)

Standing pretrial release orders must specify that defendants facing these drug delivery charges cannot be released until arraignment

Oregon Department of Administrative Services must reimburse counties for pretrial incarceration costs of these defendants at $100 per person per day or actual daily cost, whichever is higher

Counties must submit monthly written reimbursement requests, and the department must process payments within seven days

Declares an emergency, making the act effective immediately upon the Governor's signature
