Community solar projects may participate in Oregon's community solar program regardless of nameplate capacity, location within the state, interconnecting utility, or the service territory where owners/subscribers are located

The Public Utility Commission cannot set a program capacity limit below 25 percent of an electric company's retail electricity load as of September 25, 2021

The PUC is prohibited from establishing any capacity limits on program growth for increases in retail electricity load occurring after September 25, 2021

Individual community solar projects cannot be subject to generating capacity limits as a condition of program participation

The program must be carried out in a manner that contributes to achieving Oregon's clean energy targets under ORS 469A.410
