Requires Oregon-licensed hospitals to establish, update, and publicly post a machine-readable file containing all standard charges in dollar amounts for items and services, including gross charges, payer-specific negotiated charges, minimum and maximum negotiated charges, and discounted cash prices

Mandates that standard charge lists include billing codes (CPT, HCPCS, DRG, NDC), distinguish between inpatient and outpatient services, and be published on the hospital's website free of charge without requiring user accounts or personal information

Requires hospitals to publish a separate list of at least 300 "shoppable services" (services that can be scheduled in advance) with plain-language descriptions, facility locations, and pricing information for each payer and coverage plan

Hospitals with different pricing at multiple locations must publish separate machine-readable files for each location with distinct standard charges

The A-Engrossed version removed provisions from the original bill that would have required submission to Oregon Health Authority, created a complaint process, established civil penalties, and provided a private right of action for debt collection violations
