Oregon State University Extension Service must establish an annual basic lumber grading training pilot program, developed in consultation with the Department of Consumer and Business Services, requiring a minimum of 8 instructional hours including hands-on practice with physical lumber samples

Certification covers regionally relevant species identification, moisture content considerations, and visual grading criteria for structural dimension lumber, with recertification required every 5 years

Instructors must hold valid grader certification from an accredited organization, have 7 years of professional experience in lumber grading/quality control/wood products education, or demonstrate equivalent qualifications approved by the extension service

Self-graded lumber may only be used for structures under the Oregon Residential Specialty Code, with mandatory written disclosure at permit application that must be filed with the county clerk as part of the permanent deed record

Manufacturers, distributors, and graders of third-party graded lumber are shielded from liability for failures or defects in self-graded lumber used in the same structure; the pilot program sunsets January 2, 2033
