Department of Human Services must notify license applicants within 30 days whether applications are complete; incomplete applications are closed if missing elements aren't submitted within 30 days, with a 6-month waiting period before reapplying

Applicants whose proposed policies don't meet requirements get one chance to submit revised policies within 30 days; the department is prohibited from counseling applicants on how to fix non-compliant policies or providing model policy language

Owners or operators whose licenses are revoked, or applicants whose applications are denied, cannot submit new applications for one year from the final revocation/denial date (or longer if specified in the order)

Applies to child-caring agencies, residential care facilities, residential training facilities/homes, adult foster homes, and developmental disability child foster homes

Department must report to the Legislative Assembly by December 1, 2025 on hours and costs required to process initial and renewal applications; new requirements become operative January 1, 2026
