State Department of Agriculture must charge annual license fees for animal rescue entities: $600 for animal control agencies/shelters/humane societies, $400 for animal sanctuaries, and $350 for other entities, with fees adjusted annually for inflation after 2026

Definition of "animal rescue entity" modified to apply to those keeping animals for more than 48 hours (previously 10 or more animals), and fish are removed from the definition of "animal"

Department must establish a licensing program for breeders of dogs, cats, birds, and small mammals who sell or transfer more than two litters (dogs/cats) or a department-set threshold (birds/small mammals) during a 12-month period, with rules adopted by June 30, 2026 and enforcement beginning January 1, 2028

Violations of breeder licensing rules punishable as a Class B misdemeanor with maximum six months imprisonment, $2,500 fine, or both; courts may also order forfeiture of animals and repayment of care costs

Department authorized to investigate and inspect licensed animal rescue entities and breeders, with mandatory investigation upon receiving credible and serious complaints; General Fund appropriation provided for implementing the breeder licensing program
