Requires the Oregon Department of State Police to publish level two sex offender information on the state's public sex offender website, expanding from the current requirement that only level three offenders be listed online

Maintains the exception that prevents online publication of information for level two and level three sex offenders while under supervision of the Psychiatric Security Review Board, unless the supervising agency authorizes release

Preserves existing authority for supervising and notifying agencies to share sex offender information directly with household members, neighbors, schools, child care centers, long-term care facilities, and media sources

Declares an emergency, making the law effective immediately upon the Governor's signature rather than the standard 90-day waiting period
