Expands the list of qualifying crimes for "sexually violent dangerous offender" sentencing under ORS 137.765, which requires lifetime post-prison supervision

Adds new qualifying circumstance for first-degree rape and sodomy: victims under 14 years of age who are the offender's sibling, child, or spouse's child

Adds six new crimes to the qualifying offense list: rape in the second degree, sodomy in the second degree, unlawful sexual penetration in the second degree, purchasing sex with a minor, sexual abuse in the first degree, and online sexual corruption of a child in the first degree

Lifetime supervision applies only to offenders 18 or older who meet the "sexually violent dangerous offender" definition (psychopathic personality features, sexually deviant arousal patterns, and history of sexual assault)

Declares an emergency, making the act effective immediately upon the Governor's signature
