Reduces minimum lot sizes for Oregon resource lands by 75%: exclusive farm use land drops from 80 to 20 acres, designated rangeland from 160 to 40 acres, and forestland from 80 to 20 acres

Allows subdivision of farm, forest, or mixed farm/forest land without water rights into lots of at least 5 acres if the property had no appurtenant water rights as of January 1, 2025, creates at least four lots, and each lot will have a dwelling sharing infrastructure and amenities with other lots

Removes the requirement that partitions in exclusive farm use zones must occur along urban growth boundaries when creating farm use parcels

Prohibits the Land Conservation and Development Commission from adopting or implementing rules to identify or designate small-scale farmland or secondary land

Declares an emergency, making the act effective immediately upon passage
