Requires Oregon contracting agencies to purchase common off-the-shelf software and standardized IT products through a preapproved information technology marketplace portal when prices and terms are more favorable than other purchasing methods

State Chief Information Officer must select marketplace portals through a competitive process by December 31, 2026, and approve at least one portal for agency use by January 1, 2027

Approved portals must offer products from both the portal provider and third parties on an equal basis, including Oregon-based vendors, and include software, SaaS, professional services, datasets, and machine learning algorithms

Purchases through the IT marketplace portal are exempt from certain Public Contracting Code provisions (ORS 279B.055, 279B.060, 279B.070, and 279B.075)

Takes effect 91 days after adjournment of the 2025 regular legislative session
