State Chief Information Officer must adopt policies for state agencies to request funding for IT budgets and projects, including system replacements, modernizations, upgrades, and expansions

State agencies must submit IT funding requests to the State Chief Information Officer and Enterprise Information Services by a specified deadline each biennium for review and priority ranking

Priority ranking criteria include alignment with Enterprise Information Resources Management Strategy, use of shared systems, use of commercial software, enhanced security posture, and reduced system redundancies

State Chief Information Officer must submit priority rankings report to the Governor and Joint Legislative Committee on Information Management and Technology by November 30 of even-numbered years, and a report of approved requests by October 31 of odd-numbered years

Exempts Secretary of State, State Treasurer, Oregon State Lottery, and public universities from these requirements; takes effect immediately as an emergency measure
