Streamlines cooperative procurement processes allowing government agencies to purchase goods and services by joining contracts that other agencies have executed, with administering agencies able to include governmental bodies both inside and outside Oregon

Requires administering agencies to conduct cooperative procurements using open, impartial methods substantially equivalent to existing source selection procedures, prohibiting geographic preferences that favor local bidders beyond current statutory limits

Mandates participating agencies to provide public notice at least 7 days in advance for cooperative procurements exceeding $250,000 where the agency is not named as a party to the original contract, including procurement details and invitation for public comment

Repeals existing cooperative procurement statutes (ORS 279A.200 through 279A.225) and consolidates rules into a new streamlined framework under ORS chapter 279A

Becomes operative January 1, 2026, with the act taking effect 91 days after the 2025 legislative session adjourns
