Amends Oregon statutes (ORS 215.441 and 227.500) to explicitly allow preschool and prekindergarten education as permitted activities on religious property, alongside existing allowances for child care

Clarifies that private or parochial schools for kindergarten through grade 12 and higher education are not automatically permitted uses on religious property, but may be allowed by counties and cities under applicable zoning ordinances

Applies to both county and city jurisdictions, requiring both levels of government to permit early childhood education at places of worship where such facilities are otherwise allowed

Counties and cities retain authority to impose reasonable site and design review regulations, and may restrict religious property uses if public facilities (transportation, water, sewer, storm drains) are inadequate

Includes an emergency clause, making the act effective immediately upon passage rather than the standard 90-day waiting period
