Increases the minimum estimated cost threshold for a "major league stadium" in Portland from $300 million to $2 billion to qualify for state incremental baseball tax revenue grants

Raises the maximum total state grant payment cap from $150 million to $800 million for developing, constructing, and furnishing a Major League Baseball stadium, plus actual financing costs

Doubles the compensation threshold defining "member of a professional athletic team" from $50,000 to $100,000 annually for purposes of calculating incremental baseball tax revenues

Grant agreements allow the state to redirect Oregon personal income taxes paid by MLB team members and their spouses to stadium financing for up to 30 years

Requires grant agreements to include provisions for minority-owned, woman-owned, veteran-owned, and emerging small business participation in stadium construction and operation
