Oregon Business Development Department must establish a revolving loan program offering below-market interest rates to cities and federally recognized tribal councils for infrastructure projects supporting housing development within urban growth boundaries

Eligible projects include transportation, water, wastewater, and stormwater infrastructure development or improvement, as well as site development on private land necessary for such infrastructure

Loan preference given to projects in climate-friendly areas designated by the Department of Land Conservation and Development, areas meeting 2025 Walkable Design Standards, or areas designated for residential infill/redevelopment

Creates the Climate-Friendly Housing Infrastructure Revolving Fund with $300 million General Fund appropriation for the 2025-2027 biennium; loan repayments return to the fund for future lending

Rules must be adopted and loan applications accepted by July 1, 2026; effective date July 1, 2025 under emergency clause
