Creates a rebuttable presumption in Oregon family law that equal parenting time is in the best interests of the child during custody and parenting time proceedings

Requires clear and convincing evidence to rebut the presumption, specifically that equal parenting time is not in the child's best interests and would cause substantial risk of harm to the child's health or safety

Amends five existing Oregon statutes (ORS 107.095, 107.101, 107.102, 107.105, and 107.149) to incorporate the equal parenting time presumption throughout family law code

Places the burden of proof on the parent challenging the presumption of equal parenting time

Applies to proceedings to establish or modify parenting time commencing on or after the effective date of the Act
