Limits the total period of commitment and conditional release for persons found guilty except for insanity (GEI) to the presumptive sentence under Oregon sentencing guidelines, rather than the current statutory maximum sentence

Maintains the statutory maximum sentence as the limit for sex crimes (as defined in ORS 163A.005) and crimes involving the death of another person

Applies mandatory minimum sentences under ORS 137.700 when applicable to determine the commitment period

Requires time spent in custody prior to the GEI finding to count toward the maximum commitment period

Creates a one-year window for persons previously found GEI to petition for post-conviction relief if they were subject to the statutory maximum rather than the new sentencing guidelines standard; this petition process expires January 2, 2028
