Prohibits employers from requiring employees to speak only English at all times in the workplace, classifying such blanket requirements as violations of Oregon's anti-discrimination law (ORS 659A.030)

Allows English-only requirements only when justified by business necessity and limited to specific circumstances: communicating with English-only speakers, emergency safety situations, cooperative work assignments, or supervisor performance monitoring

Requires employers who implement permitted English-only policies to provide written notice specifying when the requirement applies and the consequences for non-compliance

Failure to provide required notice constitutes prima facie evidence of unlawful national origin discrimination under ORS 659A.030
