Creates a new two-tier system for ground water contamination response: "ground water quality concern areas" (early warning stage) and "ground water quality management areas" (when contamination exceeds 70% of nitrate limits or 50% of other contaminant limits)

Requires the Governor to establish interagency teams and designate lead agencies to coordinate response when contamination areas are declared, with mandatory participation from DEQ, Water Resources Department, and Oregon Health Authority

Mandates development of action plans with specific timelines, monitoring requirements, and progress benchmarks, including biennial reporting to the legislature on implementation progress

Authorizes new enforcement tools for ground water quality management areas, including DEQ inspection authority for septic systems, mandatory agricultural water quality rules, nutrient application permits for confined animal feeding operations, and backflow prevention requirements

Allows counties to extend water and wastewater services to residential properties in contaminated areas outside urban growth boundaries, and permits public water systems to appropriate ground water from abandoned wells to serve affected communities
