Oregon Housing and Community Services Department must establish a pilot program providing stable housing to pregnant persons and their immediate family members in low-income households, from conception until the child reaches at least two years of age

Housing must be safe, affordable, accessible, appropriately sized, and located near employment, education, healthcare, childcare, and commercial services; units must remain affordable to low-income households for at least 10 years under an affordable housing covenant

Owners of department-financed rental housing projects may set aside units for pilot program participants, and the department may accept gifts, grants, or rental assistance contributions from organizations and government agencies

Scoring criteria for rental housing development applicants must be modified to prioritize those committing to set aside units for program participants

Pilot program sunsets on January 2, 2028; funding amount from the General Fund for the 2025-2027 biennium is left blank in the bill
