Appropriates General Fund money to the Department of Early Learning and Care for distribution to seven entities implementing "child success systems" focused on the first 1,000 days of life (conception through age two)

Allocates $4,813,200 to Blue Mountain Early Learning Hub (Umatilla, Union, Morrow Counties); $3,550,000 to Southern Oregon Education Service District (Josephine, Jackson Counties); $1,814,500 to Yamhill Community Care Early Learning Hub; $835,000 to Marion and Polk Early Learning Hub; $422,500 to Early Childhood Hub of Lane County; $100,000 to Early Learning Hub of Linn, Benton, Lincoln Counties; and $273,000 to Women's Foundation of Oregon for Black Futures for Perinatal Health birthing village in Portland

Requires each recipient entity to submit a report to the Early Learning Council and legislative committees by June 30, 2026, detailing how funds were used, objective metrics demonstrating effectiveness, and evaluation of benefits and challenges

Declares an emergency, with effective date of July 1, 2025
