Prohibits home health agencies and hospice programs from compensating home health care staff and home hospice care staff on a per-visit basis, expanding an existing prohibition that previously applied only to nurses

Defines per-visit compensation as payment tied directly or indirectly to the total number of patients served or the number of visits made to patients, including bonuses, productivity-based pay raises, and disciplinary procedures

Excludes certain workers from the definition of covered staff, including home care workers, physicians, nurse practitioners, psychiatrists, psychologists, volunteers, and classified supervisors

Assigns enforcement authority to the Bureau of Labor and Industries, with the Commissioner authorized to adopt rules for implementation

Appropriates $159,362 in General Fund money to the Bureau of Labor and Industries for the 2025-2027 biennium to enforce the new compensation restrictions
