Expands product liability protections under ORS 30.900-30.920 to shield health care facilities, hospital-affiliated clinics, professional medical corporations, and residential care facilities (including assisted living and memory care facilities) from being treated as manufacturers, distributors, sellers, or lessors of products

Protection applies only when the entity provides the product to a patient as part of health care services and was not involved in designing or manufacturing the product

Excludes products sold to the general public in retail settings from these liability protections

Broadens existing physician protections by changing "medical procedure" to "health care services" to cover a wider range of care contexts

Takes effect 91 days after the 2025 regular legislative session adjourns; applies to actions commenced on or after the effective date
