Establishes a 15-member Task Force on Removing Barriers to Jury Service, with appointments by the Senate President, House Speaker, Governor, and Chief Justice of the Supreme Court

Task force must examine Oregon's current jury compensation structure and participation levels compared to other states, and propose recommendations to improve jury participation

Membership includes legislators, judges, district attorneys, defense attorneys, business representatives, a Racial Justice Council member, and Oregon State Bar representative, with required consideration for diversity in appointments

Report with recommendations for legislation due to the Chief Justice, Governor, and legislative interim committees by December 15, 2026

Task force is repealed December 31, 2026, and the act takes effect 91 days after the 2025 legislative session adjourns
