Oregon Department of Transportation may sell or lease surplus real property from the I-5 Rose Quarter Project directly to Albina Vision Trust, Inc. without following standard state property disposal procedures

Property acquired with non-Highway Fund money may be sold or leased for any consideration; property acquired with State Highway Fund money must be sold or leased at fair market value

Proceeds from sales of Highway Fund-acquired property must be deposited back into the State Highway Fund

Oregon Department of Administrative Services must assist ODOT with any property sales or leases under this provision

Authorization expires January 2, 2040
