Removes warrant requirement for law enforcement drone use, replacing it with broader authorization for "lawful police activity" including responding to service calls, public safety emergencies, search and rescue, training, and property surveillance with owner consent

Allows law enforcement to operate drones outside police activity only if cameras are stowed or positioned solely for flight situational awareness and airspace deconfliction

Repeals ORS 837.330, 837.335, and 837.340, which contained previous restrictions on law enforcement drone operations

Eliminates the prior law exempting law enforcement from prohibitions on harassing drone flights over private property

Maintains graduated penalties for harassing drone use over private property: Class B violation (first offense), Class A violation (second offense), Class B misdemeanor (third+ offenses) with possible drone possession ban as probation condition
