Oregon Public Guardian and Conservator must establish a grant program to expand community-based guardianship programs and county public guardian programs serving individuals with complex health care needs experiencing hospital discharge difficulties

A second grant program provides financial assistance for attorney fees and court costs to help people whose friends or family are willing to serve as guardian but lack resources to initiate protective proceedings

Creates two funds in the State Treasury: the Community Guardianship Grant Fund ($500,000 appropriated) and the Friends and Family Guardianship Grant Fund ($100,000 appropriated) for the 2025-2027 biennium

Grant recipients must have staff certified as National Certified Guardians or National Master Guardians, follow established ethical standards, and submit quarterly reports with disaggregated service data

Declares an emergency, making the act effective immediately upon passage
