Requires Oregon's Medicaid program to provide respite care services for individuals under age 26 who have complex behavioral health needs or intellectual/developmental disabilities, as well as their caregivers

Respite care must be provided primarily in home-based settings, with out-of-home settings available for children or youth with higher acuity needs

Oregon Health Authority must seek federal approval by January 1, 2026, and allocate sufficient staff to develop and maintain respite care services statewide in coordination with community partners

The respite care provisions become operative only upon receipt of federal approval, with OHA required to immediately notify Legislative Counsel of approval or denial

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
