Counties with population density under 10 people per square mile (based on 2020 census) may rezone up to 50 acres outside urban growth boundaries for residential development at minimum 5 dwelling units per acre

Dwelling units must be no larger than 1,000 square feet and cannot be used for vacation rentals; properties must be at least 2 acres in size

Property owners must record an irrevocable deed restriction acknowledging protected rights of nearby farm, forest, and rangeland practices and waiving certain nuisance claims

Oregon Business Development Department shall provide infrastructure grants to participating counties for roads, water systems, sewage disposal, electric utilities, and sidewalks

Counties must report annually to the Department of Land Conservation and Development on acreage rezoned, housing units developed, and average rental/sale prices; provisions sunset January 2, 2034
