School districts must adopt policies prohibiting students from using personal electronic devices (cell phones and similar internet-capable devices) from the start to end of regular instructional hours, including passing periods and meal times

Laptops and devices required for academic activities are excluded from the definition of "personal electronic device" and thus not subject to the ban

Exemptions must be provided for students with medical needs, individualized education programs (IEPs), Section 504 plans, or written administrator exemptions for individual circumstances

Disciplinary actions for policy violations cannot result in loss of instructional time, suspension, or expulsion

Districts must make the policy available to school personnel, students, and parents/guardians
