Creates the offense of unlawfully operating a Kei truck on highways with speed limits greater than 65 mph, classified as a Class B traffic violation with a maximum fine of $1,000

Exempts Kei trucks from state vehicle equipment standards, pollution control system requirements, and certified pollution control equipment mandates

Permits the sale of non-ethanol-blended gasoline for use in Kei trucks, adding them to the list of exempt vehicles alongside antique vehicles, ATVs, and racing activity vehicles
