Oregon Health Authority and coordinated care organizations must reimburse qualifying rural hospitals at no less than 150% of current Medicaid rates for inpatient and outpatient services

Eligible hospitals must meet all criteria as of January 1, 2025: classified as rural referral center and sole community hospital by CMS, designated Level III trauma hospital, fewer than 200 acute care beds, and maintain a cardiac catheterization laboratory capable of primary percutaneous coronary interventions

Qualifying hospitals must either operate as 501(c)(3) nonprofits or be owned and operated by the state or a political subdivision

When OHA increases reimbursement rates for non-qualifying hospitals, rates for eligible rural hospitals must increase by an equivalent percentage

Declared an emergency measure, effective July 1, 2025, applying to CCO contracts entered into, amended, or renewed after that date
