Adds a representative of a local CASA (Court Appointed Special Advocates) Volunteer Program to domestic violence fatality review teams that review domestic violence deaths and make prevention recommendations

Requires staff of local CASA Volunteer Programs to be included on county child abuse multidisciplinary teams responsible for developing investigation protocols for child abuse cases

Adds a CASA Volunteer Program representative as a required member of Critical Incident Review Teams that investigate child fatalities believed to result from child abuse, when available

Amends three Oregon Revised Statutes (ORS 418.714, 418.747, and 418.811) to expand CASA involvement in child welfare oversight systems
