Allows sharps (needles, scalpel blades, lancets) and waste pharmaceuticals to be consolidated into a single reusable container, rather than requiring separate containment at the point of generation

Requires consolidated sharps/pharmaceuticals containers to be leakproof, rigid, puncture-resistant, tightly lidded, a distinctive color other than red, and labeled with the international biohazard symbol

Mandates that sharps consolidated with waste pharmaceuticals must be treated by incineration at a facility authorized by state or federal permit to accept both sharps and waste pharmaceuticals

Adds a definition of "waste pharmaceuticals" to Oregon's infectious waste statutes, excluding hazardous waste, radioactive waste, and radioactive substances from this category

Amends ORS 459.386, 459.390, and 459.395 governing infectious waste definitions, containment requirements, and treatment methods
