Expands eligibility for veterans' recognition registration plates to include vehicles registered under ORS 803.420 (6)(c), in addition to the existing category (6)(a)

Maintains the $2.50 per plate surcharge collected upon issuance and renewal, with net proceeds going to the Oregon Veterans' Homes trust fund or a veterans' group's designated account

Gold Star Family members (parents, siblings, spouses, or dependents of service members killed in action) may have the surcharge waived if they request it and funds are appropriated by the Legislature

Department of Transportation must cease production if fewer than 500 sets of plates are sold or renewed in any one year
