Removes the payroll tax as a revenue source for the Statewide Transportation Improvement Fund, leaving the fund to rely on legislative appropriations, transfers from other sources, and distribution repayments

Eliminates the requirement for qualified entities to report on actions taken to mitigate the payroll tax's impact on low-income passengers

Applies to calendar years beginning on or after January 1, 2026

Takes effect on the 91st day following adjournment of the 2025 legislative session
