Replaces the term "member" with "licensee" throughout Oregon statutes governing the Oregon State Bar, changing how attorneys are described in relation to the Bar from "members" to "licensees"

Changes the quorum requirement for the Board of Governors from two-thirds to three-fifths of the total number of members in office

Maintains all existing regulatory authority of the Oregon State Bar, including professional liability insurance requirements, continuing legal education mandates, disciplinary proceedings, and client security fund operations

Applies the terminology change across more than 100 Oregon Revised Statutes sections affecting areas including court procedures, judicial appointments, trust deeds, landlord-tenant law, attorney liens, and various professional licensing boards

Passed the Senate on February 11, 2025 and the House on April 28, 2025
