Increases criminal penalties for repeat intentional violations of specified election laws (including voter registration fraud, ballot tampering, and coercion) from misdemeanors to Class C felonies, or Class B felonies if committed by public officials acting in official capacity

Establishes tiered civil penalties for second or subsequent intentional election law violations: $25,000 for certain offenses, $50,000 for others, and $125,000 for the most serious violations including voter registration fraud and ballot interference

Doubles civil penalties for repeat intentional violations committed by public officials while acting in official capacity

Applies to election law violations occurring on or after the effective date of the act

Amends ORS 260.993 and 260.995 to create enhanced penalty structures for election-related offenses
