Motor vehicles and engines with model years less than six years old would be exempt from emissions testing requirements, expanding the current exemption that only applies to new vehicles at their initial retail sale

Amends ORS 815.300, which governs exemptions from Oregon's certified pollution control system requirements

Emissions testing requirements apply only to vehicles registered within the Portland metropolitan service district or other boundaries designated by the Environmental Quality Commission

Existing exemptions for vehicles over 20 years old, farm vehicles, electric vehicles, special interest/collector vehicles, and other categories remain unchanged
