Board of Cosmetology must adopt rules allowing provisional certificate holders to perform cosmetology services under supervision of a practitioner with at least 5 years of active certification in the same field and no current or pending disciplinary actions

Provisional certificates may only be issued to applicants who live more than 50 miles from any school offering a program in their field of practice, and holders must be actively working toward full certification

Hours of supervised experience under a provisional certificate count equally toward the educational hours required for full certification

Cosmetology fields of practice covered include barbering, esthetics, hair design, nail technology, and natural hair care

Operative date is January 1, 2027, with emergency clause allowing immediate passage so the Board and Health Licensing Office can begin rulemaking
