Repeals the requirement that a licensed repository for disposal of high-level radioactive waste must exist before the Energy Facility Siting Council can issue a site certificate for a nuclear-fueled thermal power plant in Oregon

Repeals the requirement that proposed site certificates for nuclear-fueled thermal power plants be submitted to Oregon voters for approval before construction can proceed

Retains existing provisions prohibiting storage of high-level radioactive waste at nuclear plant sites after operating license expiration, while requiring plant operators to maintain responsibility for temporary storage until waste is removed

Requires nuclear plant operators to pursue agreements with the U.S. Department of Energy and Nuclear Regulatory Commission regarding waste removal

Refers the Act to Oregon voters for approval or rejection at the next regular general election
