Repeals the requirement that a licensed federal repository for high-level radioactive waste disposal must exist before Oregon can issue a site certificate for a nuclear-fueled thermal power plant

Eliminates the requirement that proposed nuclear power plant site certificates be submitted to Oregon voters for approval or rejection

Repeals ORS 469.590, 469.593, 469.595, 469.597, 469.599, and 469.601, which contained the nuclear facility siting restrictions

Retains the policy that high-level radioactive waste should not be stored at nuclear plant sites after operating license expiration, and plant operators remain responsible for temporary storage until waste is removed

Makes conforming amendments to multiple Oregon Revised Statutes sections to remove references to the repealed nuclear siting provisions
