Electric utilities must pay customer-generators for excess kilowatt-hours fed back to the grid during a billing period, rather than only providing credits as under current law

Utilities may value excess kilowatt-hours at the utility's avoided cost, as determined by the Public Utility Commission or appropriate governing body

Utilities valuing excess power at avoided cost must bear all costs of measuring excess kilowatt-hours, issuing payments, billing, and installing additional metering equipment

Customer-generators may voluntarily donate excess generation credits to the utility's low-income assistance program, replacing the current mandatory grant of unused annual credits

Amendments apply to net metering contracts entered into or renewed on or after the effective date of the 2025 Act
