Removes prohibition preventing county courts or boards of county commissioners from establishing justice of the peace districts that include county seats or cities where circuit courts regularly hold court

Eliminates special exceptions that previously applied to Baker, Crook, Gilliam, Grant, Harney, Morrow, Sherman, Tillamook, and Wheeler counties regarding existing justice of the peace districts as of January 15, 1998

Retains the existing limit of no more than six justice of the peace districts per county

Retains county authority to require justice of the peace candidates to be members of the Oregon State Bar when establishing district boundaries

Amends ORS 51.020 to expand where justice of the peace districts may operate geographically within counties
