Appropriates $1,526,167 from the General Fund to the Higher Education Coordinating Commission for distribution to the University of Oregon's Institute for Resilient Organizations, Communities, and Environments for the 2025-2027 biennium

Establishes the Oregon Campus Disaster Resilience Consortium to implement emergency response, continuity, and recovery initiatives at post-secondary educational institutions statewide

Authorizes development of statewide training programs on prevention, preparedness, incident response, and continuity of operations, including all-hazard incident management teams

Supports creation of mutual aid agreements between institutions, campus-specific training materials, and an online resource sharing center for higher education safety practitioners

Applies to public universities, community colleges, Oregon Health and Science University, and authorized nonprofit private schools; takes effect July 1, 2025 as emergency legislation
